The description specifically said that courage it gives the soldiers "the advantage when fighting a close land battle." I would think that it only applies in that situation. I also tried to get soldiering bonus and courage bonus. Courage bonus did not stack with soldiering and had its own category.
The description also says "bravery is not only respected by alien races." Perhaps there is a diplomacy bonus?
Maybe someone should confirm with stardock?

- You need to try to create a custom race. Check out the abilities section. Soldiering and courage are 2 different things. I don't know how they affect the soldiers (if they give the same bonus to marines that fight a land battle only or not) but they are 2 different things. I also don't know where you read the description of bravery, but right now it says "Being brave is a trait that is respected throughout the galaxy", something similar is said in the game so I don't see why that should be wrong. Description of Courage off the starting abilities screen.. word for word "Bravery is not only respected by alien races, but can also give your Soldiers the advantage when fighting a close land battle. Boost this by increasing your Bravery Ability."
The second part of your description was "A race that is braver will have soldiers that fight better land battles."
I would interpret the two descriptions differently, with the latter just a clone of Soldiering. Then again, with the vague descriptions from the game, it's really hard to figure out what it does exactly.
I did play with custom races and I know that when you have both courage and soldiering selected, it would appear under two different categories under Civilization Manager's Stats & Graphs.
Courage is 25% that cost 1 pt. Soldering's 10%, 20%, 30% bonus cost 1pt, 2pt, 3pts respectively.
I would think you get more bonus for less because it only applies in certain situations (a close, evenly-matched land battle.)

asked on irc. While I haven't received any official words yet.. the description from the manual says "Courage gives a bonus to the attack value of your ships when you’re fighting against an opponent who has a higher score than you. The degree of the advantage is based on how far ahead your opponent is."
This contradicts with the game.. so I think we need official say from the Devs.
